License BFL?

The technical paper hints that this uses a finetune of Flux, but doesnt go into any more detail. The model arch is the same as Flux with the exception that I do not see a guidance embedder. Is this initialized from Flux.1-dev, and if so, then shouldn't it inherit the BFL license?
